Taking small STEPS towards making big career changes
EDUCATIONAL HUB

In Mossman and the greater Cairns region, the Skills to Enable People and Communities (STEPS) program helps people gain jobs through skills training and education, with local newspapers like Newsport Print supporting adult literacy.
At the educational hub in Mossman, the Skills for Education and Employment (SEE) Program, helps individuals 15 and older overcome literacy, numeracy, and digital skill gaps, empowering them to gain independence and build brighter futures.
Cassie Stanley, Executive Manager of Education and Training at STEPS, stresses the urgent need for adult education in Australia.
“Around 40 percent of Australians have unmet literacy needs,” she explained. “Many can read and write but struggle with comprehension and structuring communication.”
She attributes this to one-size-fits-all education and low academic confidence, which can discourage further learning. These gaps impact workplaces, where reading policies and filling out forms are essential.
“That’s why adult education must be practical and hands-on,” she said.
In Mossman, English teacher Jane Collison uses Newsport Print and other newspapers to boost literacy.
“Newspapers make learning interactive and relevant, helping students engage with current events while improving comprehension,” she shared.
A diverse and inclusive learning environmen
STEPS’ classrooms bring together students from diverse backgrounds, including First Nations communities and migrants.
“Migrants and First Nations students often learn from each other,” Ms Stanley noted.
“English is a second language for many in both groups, but their different approaches to learning create a rich cultural exchange that benefits everyone.”
STEPS’ education model is highly personalised, allowing students to progress at their own pace.
Trainers act as mentors, guiding participants through their learning journey, whether that means attending class regularly or preparing for employment and further study.
Workforce ready
STEPS is helping to address workforce shortages by building strong employer partnerships and providing pre-employment training, ensuring students are job-ready for real-world opportunities.
“In addition to our SEE Program, we offer Certificate III qualifications in Individual Support and Business, equipping students with essential skills for high-demand industries,” Ms Stanley said.
STEPS collaborates with Workforce Australia and Disability Employment Services (DES) providers to support students in gaining the confidence and skills needed for employment.
“We’re now focusing on employer partnerships to create clear job pathways for our participants,” Ms Stanley adds. “It’s an exciting time for us, and we’re looking forward to making an even greater impact.”
The Skills for Education and Employment (SEE) Program is funded by the Australian Government Department of Employment and Workplace Relations.
